Project Introduction

On November 18, 2022, the 191 permanent resident visa application process for Australia became officially open. There are two ways to apply for a 191 visa: Regional Provisional Stream or HongKong Stream

Regional Provisional Stream: Visa holder must have lived for at least 3 years in a designated regional area and must provide notices of assessment issued by the Australian Taxation Office (ATO) for three income years out of the five years of your eligible visa.（no minimum income requirement.）

HongKong Stream: Visa holder must hold a Hong Kong passport or a British National (Overseas) passport and lived for at least 3 years in a designated regional area

Application Requirements

Regional Provisional Stream

Have an eligible visa

You must provide notices of assessment issued by the Australian Taxation Office (ATO) for three income years out of the five years of your eligible visa. （No minimum income requirement）

You must have complied with the conditions of your eligible visa when in Australia. This requirement applies for the whole period you hold the visa(s).

You must meet our health requirement. This also applies for any family members who apply for the visa with you

You must meet our character requirement. This also applies for family members aged 16 years and over who apply for the visa with you.

Sign the Australian values statement

If you or any family members owe the Australian Government money, you or they must pay it back. They can also make an arrangement to pay it back. This includes those who do not apply for the visa with you.

No prior visa cancellations or application refusals

HongKong Stream

You must hold an eligible visa（457, 482 or 485 visa）

You must hold a Hong Kong or British National (Overseas) passport when you apply for your visa.

Live in a designated regional area for 3 years

Work or study in a designated regional area

Comply with the conditions of your eligible visa

Have this level of English language （ average band score of at least 4.5 based on the 4 test components）

You and any family members who apply for the visa with you must meet our health requirement.

You and family members aged 16 years and over who apply for the visa with you must meet our character requirement.

Sign the Australian values statement

Pay back your debt to the Australian Government

Not have had a visa cancelled or a previous application refused

Application Process

Check that you meet requirements for this visa, including the residence requirements.

You will need to give identity, character and other documents that prove you meet the criteria for this visa. Where applicable, your partner and dependent children will also need to give evidence that they meet criteria specific to them.

You must apply for this visa online. You can be inside or outside Australia when you apply.

After you apply we will tell you when we have received your application. If we grant you a bridging visa you will receive notification of your visa grant
